My brother did it in Adobe Photoshop (which I’m attempting to learn -whew!), using different features that let you put text on your photo, soften the edge, etc. It is really amazing what you can do in some of these programs! I suppose another photo editing software would be able to do similar things. My brother said some good ones are Ulead PhotoImpact, or Adobe Photoshop Elements – these are much less expensive than Photoshop! (Which we only have because my brother is using it for more professional quality projects.)
