I have a 37', so I don't have any idea on what your mpg would be. Check your owner's manual, it may say an approximate number. Usually the most fuel efficient RPM is between 2500 to 3500, however it varies from boat to boat. With the handling, it might be the conditions (current, waves/wakes). All smaller boats handle a little bad. I used to have a 24' Bayliner where you had to adjust the wheel all the time. It could be that. Let us know how it goes! F-28 power range/trim
This reply is over a year late and you may have found this out for yourself already, but my F-28's owner's manual contains a "Performance Data" sheet for an F-28 sedan cruiser, twin screw, as follows:
Low cruise - 2500rpm = 16.2 mph burning 15.4 gph.
Max cruise - 3000rpm = 23.2 mph burning 21.0 gph.
Max speed - 4000rpm = 32.0 mph burning 33.0 gph.
My old engines won't get above 2800+ or - at WOT but it goes about 21.5 mph with 2 aboard at that rpm and it's best trim angle (for that max rpm) is about 6 - 7 degrees bow up. I once trimmed the nose down too far and the boat nearly got away from me! So put in trim as you increase speed from idle just a little at a time. At some point of trim, your rpms will max (for a particular throttle setting) and after that more trim will reduce rpms, just like an aircraft.
Also, my boat sat for two years on blocks in Toledo, OH, before I bought it and shipped it down to Naples, FL., where it saw it's first salt water. I had to have one of the tanks cleaned out for about $300 American. You're not alone.
