I ran across this a week or so ago, just read your post, so looked it back up (from allakhazam's magical realm
"The manasi herb now drops from Grand Herbalist Makha in Chardok. He's a named sarnak that spawn in the herb factory deep in Chardok.
To find him, go down the hall that leads to the mines area. Down the ramp, at crossroad, you can go left to the bank, right towards underboss / iksar trustee area, and follow the path in the middle to find the herb factory. He spawns inside the little building.
One solid group can do that area (solid = with 90% of levels 60), but watch out respawn is very fast down there (like 10mn)."

I got the Herb yesterday after clearing the Herbhouse for about 2 hours. First Grand Herbalist Makha had the Herb. Our Group was 2 Level 60 Monk, 1 Level 60 Ranger, 1 Level 60 Necro, 1 Level 57 Enchanter and 1 Level 56 Cleric.
Mindwrack is very handy in this area!

It includes a little more details about the new Chardok.
